St. Peter Clear eyes expansion
St. Peter Claver Church and School wish to expand facilities onto property at 1048 Central Ave. W. But doing so requires releasing a restrictive covenant on the property.
The St. Paul City Council, acting as the Housing and Redevelopment Authority (HRA) Board, voted Nov. 5 to release the property covenant tied to the city’s 4(d) Affordable Housing Incentive Program.
A four-bedroom house at 1048 Central Ave W was enrolled in the 4d program in 2021, and restricted the income of the unit occupants at 50 percent area median income. The property is surrounded by properties owned by St. Peter Claver Catholic Church, including their worship spaces and school. Xavier Properties, which is affiliated with the parish, has a purchase agreement for the property. The intention is to convert the property into a suitable space to expand the educational facilities, focusing on early childhood and middle school offerings, and allowing the school to serve 60 more families.
A current tenant in the rental home will be relocated by the current property owner.
In order for the sale to occur with clear title, the buyer is requesting the HRA release the restrictive covenant on the property placed by the HRA for the 4d program. The program is used as a means to protect affordable housing in St. Paul. It provides property owners with an avenue to attain a lower-class tax rate in exchange for preserving affordable housing.
